Institutional Strenghtening & Capacity Building

The institutional strengthening and capacity building components of the FRDP includes support for the creation of Federal Roads Authority and Road Fund and carrying out some road sector management reform studies such as the development of an Asset Management System; Provision of equipment to Pavement Evaluation Unit (PEU) and Bridge Maintenance Unit (BMU) of FERMA. The project is undertaking the following activities under this component:-

The institutional strengthening and capacity building components of the FRDP includes support for the creation of Federal Roads Authority and Road Fund and carrying out some road sector management reform studies such as the development of an Asset Management System; Provision of equipment to Pavement Evaluation Unit (PEU) and Bridge Maintenance Unit (BMU) of FERMA. The project is undertaking the following activities under this component:-

 

  1. Review of National Road Design Standards: The existing Highway Manual Part 1 – Design was revised in 2008 but the exercise was not finalized.  The revision of the Part 2: Maintenance was concluded in 2009 but provisions were not made for Contract Maintenance Operations. Following the subject review in 2013, the new Nigeria Highway Manuals have now been published for immediate use by the Federal Ministry of Works, Highway Engineers and other stakeholders and available for free download on www.rsdt.gov.ng.                                                                                                                                                                                                                                                                                                                                                                                                                  
  2. Development of an Asset Management System: This sub-component will support the development of an Asset Management System in the Ministry’s Department of Planning and Development. The system will be an integrated system for managing roads and bridge structures for use in the planning, programming and managing of works (capital, maintenance, rehabilitation and reconstruction) on roads and bridges on the Federal Road Network.  This sub-component will finance consultancy services and equipment.

 

  1. Calibration and Adaptation of HDM-4: This sub-component will finance consultancy services for calibration and adaptation of HDM 4 model to Nigerian conditions. The project is currently ongoing and its final product will enhance the proper planning and allocation of funds for highway development and maintenance projects in Nigeria.

 

  1. Support to Bridge Maintenance Unit (BMU) – Construction Equipment such as Truck Hoist & Flat Bed; Computers and Accessories; Welding Equipment & Tools; and Epoxy Resins have been fully procured and delivered to the Federal Roads Maintenance Agency (FERMA) for use on their bridges maintenance operations.

 

  1. Support to the Pavement Evaluation Unit (PEU) – Pavement Evaluation Equipment such as Truck and a Four Wheel Drive (4WD); Laboratory Testing Equipment; and Computer & Accessories have been procured and delivered to the Federal Roads Maintenance Agency (FERMA) for use on their roads maintenance operations.
ROAD REHABILITATION AND MAINTENANCE

Under the Federal Road Development Program (FRDP), Five (5) roads have been identified for award for Rehabilitation out of which four (4) roads have been awarded and contract commenced on 15th March, 2012 for Enugu-Abakaliki and Ogoja Junction-Ikom roads while the remaining (2) were awarded and commenced on the 25th November 2014.

Contract commenced on 25th November 2013 with 21 months completion period. Progress as at December ending 2014 was  0.15%

Gombe-Biu Road

Engineering Design completed. Awaiting funds for the execution

 

Note: The contract duration for the above roads is 2years followed by 1year of defect liability period. Thereafter, it is intended that these roads will be further maintained under Output Performance Road Contracts (OPRCs) for a period of 5years.

 

SUPPORT TO ROAD SAFETY

In 2009 the Federal Ministry of Works conceived the idea to include the periodic maintenance component under the Federal Roads Development Project (FRDP) in order to salvage some fast disintegrating important roads within the nation road network. In line with this concept, RSDT collaborated with the Federal Roads Maintenance Agency (FERMA) for the selection of candidate roads. After a series of meetings with the World Bank, a list of 21 roads were approved during the restructuring mission for this component which comes in two phases, 14 roads in phase I. The periodic maintenance work of the first, second, third and fourth batches of roads comprising of 14 roads have been completed.

The scope of works for all these roads includes site clearance, scarification and pulverization of existing asphalt and surface dressing, cutting out and repairs of potholes, laying of asphalt, blowing out and repair of cracks, construction of lined drains, culverts and turnouts, and provision road markings with each of them having its own peculiarity in scope.
